если тут поставить 1 сервер будет завершать работу без перезагрузки. (Shutdown)

У меня не было проблем с запуском этого сервера. Если вы добавляли задачи рестарта в таблицу task, советую удалить эту задачу.

Такое впечатление, что у вас просто в системе включен режим ожидания с отключением жестких дисков.
Таких проблем как вы описываете не наблюдалось не на одной из известных сборок.
